Help creating .SND audio files

Hi,

I need to find an app that can create audio files in a very specific and old file format for a phone system. It must be: .SND file format, raw u-law, mono, 8 bits per sample, 8 kHz sample rate.



It's pretty old stuff but I cannot find any apps that run on modern versions of Windows that can edit and save to this format,

anyone know of any apps that will work?

Please help.
